As Silvia mentioned you need to have TS Licensing installed as well as Activated so that it can issue the free as well as purchased TS CALs. Home versions like XP Home, Vista Home, Windows 9x and non-MS operating systems like Linux, Mac, etc. No TS CALs are included, however, if your client machines are 2000 Pro/XP Pro/Vista Business/Ultimate/Enterprise or some other Business OS versions from MS the machines will receive a "free" TS CAL.
